1. Talk to a professional
Before anything else, consult your CPA or business attorney to set up an appropriate business structure.
2. Register your business
Create your legal entity with:
Your state’s Secretary of State office
The IRS for your Employer Identification Number (EIN)
3. Get your FMCSA authority
Apply at fmcsa.dot.gov/registration to get:
USDOT number
MC number (if operating for hire in interstate commerce)
4. File BOC-3
Designate a process agent to file Form BOC-3. You can choose one from FMCSA’s list at fmcsa.dot.gov/process-agents
5. Complete UCR registration
The Unified Carrier Registration is required for most interstate carriers. File at ucr.gov
6. Apply for IFTA
If you plan to cross state lines in a qualifying vehicle, you’ll need an IFTA license and decals.
This applies to:
Any truck over 26,000 lbs with 2 axles
Any truck with 3 or more axles
Any combination over 26,000 lbs
7. Register for Drug & Alcohol testing
Enroll in a compliant drug and alcohol testing program and register with the FMCSA Clearinghouse: clearinghouse.fmcsa.dot.gov
8. Purchase Commercial Truck Insurance
To activate your FMCSA authority, your commercial auto policy must include the required federal filings.
Liability and cargo coverages must be properly endorsed for your operation type, while physical damage and general liability are optional but strongly recommended for broader protection.
